Good morning all!  The final TWO working days of Fiscal Year 2025 are here! Make sure you pay attention to the System for Award Management for award notices. Even if you don't receive a contract award, knowing the award information will help you prepare and improve for future opportunities.

Federal Acquisition Regulation Part 19 (Small Business Programs) has been overhauled and you can see the new Part 19, and changes at: https://www.acquisition.gov/far-overhaul

I did an initial read and will do a separate post once I am confident in the new Part 19s "musts", "mays" and "shoulds". Those of us in government contracting know those three words mean three very different things.

Get ready for Fiscal Year 2026 and it's going to be in a new Federal Acquisition Regulation landscape. 

Simplified Acquisitions (Part 13), Sealed Bidding (Part 14), or Contract by Negotiation (Part 15) are still pending overhaul.

Businesses should be checking the System for Award Management, GSA EBuy and NASA SEWP for those final solicitations.  Also, pay close attention to question-and-answer periods and solicitation close dates.  Nothing more to say then pay attention, maintain focus and let’s close out Fiscal Year 2025 strong!

There are many of business development events coming up in the Fall as well.  Make sure you are checking the websites for:  local chambers of commerce, the North Carolina Military Business Center (www.ncmbc.us), the Small Business Technology Development Center (www.sbtdc.org) and your local business support groups for all these events.

For construction companies, please contact Naval Facilities Systems Engineering Command (NAVFAC), the Army Corps of Engineers or Hunt Companies.  NAVFAC/USACE have the contract authority for all military construction and related services, and you can find points of contact at https://business.defense.gov/.  

Hunt has the contract for all family housing and related services, and the local representative is dwayne.harrison@huntcompanies.com.

 

MCIEAST RCO SOLICITATIONS 

No open solicitations for the Marine Corps Installations East Regional Contracting Office.  However, there are still a few purchase requests in the market research phase.  So, please respond to sources sought and e-mails from contract specialists, as this will help make set-aside decisions quicker!

There are many organizations hosting events to assist small businesses.  Please contact Mr. Chris Rabassi at 910-450-5549, chris.rabassi@usmc.mil to determine what event best fits your business needs.  

I am still planning for a small business outreach sometime in late November-early December.  The focus of the event will be the post-Federal Acquisition Regulation overhaul environment.
